Christmas postal dates

Just received my Christmas card from the post office (16 Nov) with the dates on for last post this year. I couldn't help but notice that it says..

International Airmail last posting dates start from 4th december, depending on the destination

Does it really take 21 days to get a parcel anywhere in the world nowadays?
